The Commercial Solutions Opening (CSO) Pilot Program for Innovative Commercial Items


The General Services Administration (GSA) has established a pilot program to competitively procure innovative commercial items, technologies, and services using the commercial solutions opening (CSO) procedure. GSA has developed this pilot program to be implemented outside the normal Federal Acquisition Regulation (FAR) requirements to engage traditional and non-traditional Government contractors. The goal of this pilot program is to provide a streamlined approach for acquiring innovative commercial products and services.

The "Commercial Solutions Opening" is a competitive procedure for acquiring innovative commercial items, including products, technologies, and services through a competitive selection of solution briefs resulting from a general solicitation and peer review of such solution briefs.
GSA has implemented the CSO in accordance with Section 880 of the FY17 NDAA, and GSAM Part 571.
CSO is different from Other Transaction Authority (OTA). OTA is a legally binding procurement agreement between government and industry authorized for scientific research, technology development, and prototype projects. GSA does not have OTA.

  1. Means any item that is—
    1. A new technology, process, or method as of the date of submission of a solution brief; or
    2. A new application or adaptation of an existing technology, process, or method as of the date of submission of a solution brief.
  2. Includes existing items within the production/commercialization phase (i.e., after design or development and before widespread government or commercial adoption) as well as new adaptations of existing commercial items.
